Keith Davies AM's altercation at Cardiff hotel leads to standards report

A report into the behaviour of an assembly member who was involved in an altercation at a five-star hotel after a night out is expected later.

Keith Davies, Labour AM for Llanelli, apologised after the incident at Cardiff's St David's Hotel last month.

BBC Wales understands he is expected to admit he was worse for wear.

AMs are to debate what sanctions to impose after the assembly's standards watchdog delivers its findings.

Mr Davies, 71, was staying at the hotel where some AMs who live outside Cardiff stay when the assembly is sitting.

After a night out - which eyewitnesses said ended at the Live Lounge bar in the centre of Cardiff - he returned to the hotel ahead of the first plenary session after the Easter recess.

He had earlier joined other AMs and political figures for dinner and drinks to celebrate the birthday of a political lobbyist.

BBC Wales understands Mr Davies will admit his behaviour fell below that expected of an assembly member.

BBC Wales political editor Betsan Powys said the findings of the report are expected to be published later.

"I suppose what Mr Davies is wondering is the extent to which other parties will make him suffer.

"They like Keith Davies. Other parties like him as a man, the respect him as a politician, so when the story broke, they really didn't call for his head.

"They admitted it was an embarrassment and hadn't been good for any assembly member, frankly, but they didn't push their luck with this.

"The question is whether when they see the degree of detail in this report - and there is a degree of detail that will add to the embarrassment - whether they push for more."

She added that part of the AMs' debate will be around what sanctions there are available to them given that Mr Davies is not facing accusations such financial impropriety.

Mr Davies was first elected to the assembly last May at the age of 70, taking back Llanelli from Plaid Cymru by 80 votes.

He qualified as a teacher before becoming a school inspector and subsequently became director of education for Mid Glamorgan and Carmarthenshire.

He is a governor of two schools and has two teenage sons.
